When Q3A came out there was a lot of confusion about recording demos on servers. Did the server have to be setup a certain or the client or both? Several posts regarding this have been posted on Quake3World. I have also tested it in practice. 

The definitive answer is NO! 
People can record all the demos they want client side no matter how the server is set. 
They simply enter in the console: 

      ]/g_syncronousclients 1
      ]/record mydemo 

And off they go. It has been suggested to play or watch better while recording a demo to set 

      ]/sv_fps 60

on the client side and when recording your view wont be as jittery if at all.
